The subsidy is calculated on a project cost of ₹40,00,000. General category applicants receive 40% of that, which works out to ₹16,00,000, while Scheduled Caste and Women applicants receive 60%, or ₹24,00,000. The amount actually released depends on the real project cost you incur, subject to the ceiling fixed for this PMMSY sub-component.

You need to be a resident of Haryana with a valid Parivar Pehchan Patra (PPP). Beyond that, you must have land — either owned outright or held on a registered long-term lease of at least 10 years — and you must attach an undertaking to your Detailed Project Report confirming that you will cover all operational, maintenance and post-construction costs. The facility also has to run continuously and supply ice to local fishers and fish farmers at affordable prices.

The eligibility conditions stated for this scheme do not include DPIIT recognition or Udyam/MSME registration. What is required is Haryana residency with a Parivar Pehchan Patra, suitable land on ownership or a registered long-term lease, and the undertaking submitted as part of the DPR.

It is a capital subsidy — not a loan and not an equity investment. There is no repayment obligation, and the government takes no ownership stake in your business. The support exists purely to reduce the upfront capital expenditure of setting up the unit.

There is no deadline. The scheme is rolling and always open, so an application can be submitted at any point in the year through the Antyodaya-SARAL portal. You do not have to wait for a particular window to open.

The primary route is online at saralharyana.gov.in. Register as a new user with your name, email ID, mobile number and a password, then verify the OTP sent to your email and mobile or use the verification link to activate your profile. Sign in, open the Scheme/Services list, select the PMMSY Ice Plant/Cold Store scheme and click Apply for Service/Scheme. Fill in the form, attach the documents the scheme requires — your DPR and land ownership or lease proof — and submit. If you would rather file in person, visit the nearest Atal Seva Kendra (Common Service Centre), where the staff will help you submit the application with your documents.

The application calls for a Detailed Project Report (DPR) containing the required undertakings, along with proof of land ownership or a registered lease of at least 10 years. Your Parivar Pehchan Patra is needed to establish that you are a Haryana resident.

You must keep the plant or cold store running without interruption, meet all maintenance and post-construction costs yourself, and sell the ice you produce to local fishers and fish farmers at affordable prices. These conditions form part of the undertaking you sign in the DPR and are central to how the scheme delivers public benefit.

There are no government charges for applying. A service charge of ₹10 may apply, and filing through an Atal Seva Kendra adds a further ₹10.
