Selection process
Selection is proposal-driven. An application is assessed on the strength of the project you put forward, not simply on submitting a form.
- Submit your proposal. The application, along with a Detailed Project Report (DPR) or Self-Contained Proposal (SCP) and the supporting eligibility documents, is filed online through the Antyodaya-SARAL portal or offline at an Atal Seva Kendra.
- Committee scrutiny. Proposals are reviewed by a committee that includes officials from the Ministry of Fisheries, Animal Husbandry & Dairying and from the Government of Haryana.
- What the committee weighs. The evaluation rests on the technical feasibility of the proposed ice plant or cold storage unit, its financial viability, adherence to PMMSY guidelines, and the completeness and quality of the submitted proposal.
- Eligibility verification. Selection also depends on satisfying every eligibility condition in full — land ownership or a registered lease of at least 10 years, a clear land title, the required training certificate, and the undertaking to operate and maintain the unit.
