The eligibility conditions set out for this component do not include DPIIT recognition or MSME registration. What they do require is Haryana residency, a valid Parivar Pehchan Patra, control of the project land through ownership or a registered lease of at least 10 years, and the operational undertakings described in the scheme conditions.

Along with the online form, you will be asked to upload proof of residency, your Parivar Pehchan Patra (PPP), and the Detailed Project Report (DPR) or State Component Plan (SCP) together with the required undertakings. You must also provide project specifics and land ownership or lease information. All files have to meet the specified format and size requirements.

No government charges are levied for the application itself. A service charge of ₹10 applies to online applications, and an additional ₹10 may be payable if you apply through an Atal Seva Kendra.

Register on the Antyodaya-SARAL Portal by providing your name, email ID, mobile number and a password, then activate your profile using the OTP sent to your email and mobile number. Sign in, choose the PMMSY: Ice Plant/Cold Store scheme from the scheme and services list, click Apply for Service/Scheme, complete the form, upload the supporting documents and submit. Beneficiaries must submit an undertaking to keep the unit in continuous operation, to bear all costs of operation and maintenance after construction, and to supply the ice produced to fishers and fish farmers at affordable prices. These commitments form part of how the final selection is assessed.

The facility must have a minimum capacity of 30 tons. The subsidy is designed around a project cost of ₹1.2 crore for a unit at or above that capacity.
