How much money does this Haryana PMMSY component pay out?

The rate depends on your category. General category beneficiaries get 40% of project cost, capped at ₹1,60,000 per hectare, while Scheduled Caste and women beneficiaries get 60% of project cost, capped at ₹2,40,000 per hectare.

Who is allowed to apply?

You need to be a resident of Haryana holding a valid Parivar Pehchan Patra (PPP), and your application has to relate to a newly constructed pond being used for fisheries in an urban or semi-urban area. The pond must also be properly prepared for fisheries before input costs can be supported. If the land is not yours, it can be held on a registered long-term lease of at least seven years.

What exactly does the subsidy pay for?

It is an input-cost subsidy for the first fish crop in a pond that has just been built. In practice that means the working inputs a farmer buys at the start of the cycle, such as fish seed and fertilizer. Central assistance under this component is not available for later crops or for ponds that were already in production.

Which types of fish farming are covered?

This component is for freshwater aquaculture. It names composite fish culture as well as scampi, pangasius and tilapia farming.

Is there an application deadline I need to meet?

No. Applications under this component are accepted on a rolling basis, which means the window stays open and you can apply at any time rather than racing a fixed closing date.

Does the scheme take equity in my fish farming business?

No. This is a subsidy, not an investment, so it is non-dilutive — the Fisheries Department does not take a stake in your venture in return for the money.

How do I apply, and is there a fee?

You can apply online through Haryana's Antyodaya-SARAL portal at https://saralharyana.gov.in/ — register as a new user, verify with the OTP sent to your email and mobile, sign in, find the PMMSY scheme in the scheme/services list and submit the form. Alternatively, visit your nearest Atal Seva Kendra and apply there with the department's assistance. The government charges no application fee; only a ₹10 service charge applies when applying online, and ₹10 at an Atal Seva Kendra.

Do I need DPIIT or MSME registration for this subsidy?

Those registrations are not among the conditions listed for this component. What the scheme asks for is Haryana residency with a valid Parivar Pehchan Patra, a new pond in an urban or semi-urban area, proper pond preparation, and — where applicable — a registered lease of at least seven years.
