How much money does the Payroll Subsidy actually pay out?

Does the scheme take equity or a stake in my company?
No. This is a subsidy paid as a reimbursement, so it is non-dilutive. You retain full ownership of the business, and there is nothing to repay later the way you would with a loan.
Which enterprises in Tamil Nadu can apply?
All micro enterprises in the state can apply. Small and medium enterprises can apply if they are located in any of the 254 industrially backward blocks or in a Government-promoted industrial estate such as a SIPCOT or TANSIDCO estate. Agro-based small and medium enterprises are eligible across all 388 blocks of Tamil Nadu.
What is the minimum number of employees I need?
Your unit must have employed more than 20 regular workers, meaning 21 or more. Casual, temporary and contract workers are not counted towards this threshold. The test is applied month by month, so reimbursement is only allowed for months in which the condition was satisfied.
For how long can my unit keep claiming this subsidy?
The benefit is available for the first three years counted from the date your unit commenced commercial production. Once that three-year period is over, the unit is no longer eligible for reimbursement under this scheme.
Can I claim for a month when my headcount dropped below the required level?
No. Claims are restricted to the months in which the employee strength criterion was met, so any month where your regular workforce fell to 20 or fewer is excluded from the claim for that period.
How do I apply for the Payroll Subsidy?
Applications are made online through the MSME Department's portal. You begin by registering an account with details such as your name, date of birth, Aadhaar number, email ID and mobile number, and a password of at least eight characters containing one upper case letter, one lower case letter and one numeric character. After logging in, you select the Payroll Subsidy scheme, choose New Application, complete the application form with business, employee and EPF contribution details, and note the reference number generated. You then upload your documents against your Application ID, verify them, tick the compliance checkboxes and submit. A confirmation is sent to your registered mobile number, and you can track the status online afterwards.
What documents do I need to submit with the application?
You will need documents such as EPF statements, proof of commencement of commercial production, employee records, and your MSME registration certificate. These must be uploaded in the format and file size specified on the portal, so check each file for correctness and clarity before submitting.
Who reviews my application and how will I know it was received?
Submissions are reviewed by the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, with evaluation happening at the District Industries Centre (DIC) or Regional Joint Director (RJD) level. Once you submit, a confirmation message about the successful submission to GM/DIC or RJD is sent to your registered mobile phone, and you can also monitor progress through the online application tracking page.
