Selection process

Applications are not sanctioned on a first-come basis. Each one passes through a sequence of reviews and appraisals:

  • Initial scrutiny. The submitted application is checked for completeness and for basic conformity with the eligibility conditions.
  • Task Force Committee review. Shortlisted applications go before a dedicated Task Force Committee, which looks at the candidate's qualifications, entrepreneurial skill and aptitude, the viability and marketability of the proposed project, and holds an interview or screening session.
  • Referral to the lender. Applications judged promising are forwarded by the General Managers of District Industries Centres to designated branches of commercial banks or to TIIC, working within pre-fixed targets.
  • Bank or TIIC appraisal. The lender carries out its own assessment of the project's potential and the applicant's creditworthiness, then issues a provisional sanction to those found eligible.
  • Sanction communicated to the DIC. The provisional sanctions are passed back to the respective District Industries Centres.
  • Compulsory EDP training. Beneficiaries must complete the Entrepreneurship Development Programme, arranged by the District Industries Centres and conducted by the Entrepreneurship Development Institute, and are then issued training certificates.
