How much funding does the NEEDS scheme offer?

NEEDS supports projects costing above ₹10 lakh and below ₹5 crore, and the scheme's stated funding range is ₹9.5 lakh to ₹4.8 crore. The state adds a capital subsidy of 25% of the project cost, capped at ₹75 lakh, along with a 3% interest subvention that applies throughout the repayment period.

Is NEEDS a grant, a loan, or an equity investment?

It is a loan-based scheme. The core funding is a term loan disbursed by a commercial bank or by the Tamil Nadu Industrial Investment Corporation, repayable with interest. The government's own contribution comes in the form of a capital subsidy and a 3% interest subvention rather than a shareholding, so taking part does not dilute the founder's ownership of the business.

Who is eligible to apply for NEEDS?

You must have been a resident of Tamil Nadu for at least three years and you must be a first-generation entrepreneur. Your proposed project has to cost more than ₹10 lakh and less than ₹5 crore. You also need at least a 12th standard pass, a diploma, ITI or vocational training from a recognised institution, and you must be willing to complete the mandatory Entrepreneurship Development Programme.

What are the age and education requirements?

General category applicants need to be between 21 and 35 years old. For special categories — Women, BC, MBC, SC, ST, Ex-servicemen, Transgender and Differently abled applicants — the upper age limit is relaxed to 45 years. On education, the minimum is 12th standard, a diploma, ITI or vocational training from a recognised institution.

How much of the project cost do I have to fund myself?

A promoter's contribution is required. General category applicants must bring in 10% of the project cost, while special category applicants need to contribute 5%. The remaining project cost is met through the term loan and the state capital subsidy.

I have already taken help under PMEGP or another government scheme. Can I still apply?

No. Applicants who have already availed assistance under PMRY, REGP, PMEGP, UYEGP, TAHDCO or any other Government of India or State Government scheme are not eligible for NEEDS. Anyone recorded as a defaulter to a commercial bank or to TIIC is also excluded.

Is there a deadline to apply for NEEDS?

No. Applications are accepted on a rolling basis and the scheme remains open throughout the year, so there is no fixed closing date that you need to beat. You can register and submit your application whenever your project report and documents are ready.

Do I have to complete the entrepreneurship training?

Yes. The Entrepreneurship Development Programme is a compulsory part of NEEDS, not an optional add-on. It is arranged by the District Industries Centres and delivered by the Entrepreneurship Development Institute, and covers how to conceive, plan, initiate and launch a venture. Beneficiaries must complete it successfully to receive a training certificate.

Which business activities are not supported under NEEDS?

Economically viable manufacturing and service activities are eligible. However, activities directly connected with agriculture and animal husbandry are excluded, as are certain manufacturing lines such as specific plastics, intoxicants and red category industries. Real estate, and all types of pure business or trading activity, are also ineligible.

How do I apply, and what documents are needed?

Applications are submitted online through the official portal of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, at msmeonline.tn.gov.in. Choose the "Apply Online" section and then "New Application", register with your name, date of birth, email ID, Aadhaar number and mobile number, then log in and complete the form covering personal details, education, your business idea, project details and financial projections. Supporting documents typically include proof of residence, age proof, educational certificates, the business plan, the project report and category certificates where applicable. Once submitted, your file goes through scrutiny and then to the Task Force Committee.
