What is the Chief Minister's Micro Finance Initiative and who runs it?

CMMFI is a Nagaland government scheme operated by the Department of Finance. It works through bank credit rather than direct cash transfers, offering a capital subsidy and interest relief on loans given to individual farmers, entrepreneurs, Self-Help Groups and Farmer Producer Organizations so that economic activity in the state can be funded more affordably.

How much funding does CMMFI offer?

Support under the scheme runs from ₹30,000 at the entry level up to ₹25 lakh. The core benefit is a back-ended subsidy equal to 30% of project cost, and banks can finance a maximum of 60% of project cost, which is how the upper end of the range is reached.

Is there an application deadline?

No. CMMFI is a rolling scheme with applications open round the year, so you can apply whenever your project and paperwork are ready instead of working against a fixed closing date.

Who is eligible to apply?

Four sets of beneficiaries qualify: individual farmers, individual entrepreneurs, Self-Help Groups and Farmer Producer Organizations. Individuals must not be bank defaulters or serving government employees, and should have the land, experience or training their proposed activity requires. SHGs need to be following Panchasutra practices and banking with their financing bank. FPOs need to be registered, show three years of audited balance sheets, not be in losses, and have at least 100 shareholders with minimum paid-up capital of ₹1,00,000.

Does the scheme take equity, and does the subsidy have to be repaid?

No equity is taken. The 30% benefit is a back-ended capital subsidy and the 4% relief is interest subvention — neither is a loan that you repay. Banks fund the loan portion of the project, while the subsidy lowers what the project ultimately costs you.

Is collateral required for these loans?

Not for Micro and Small Enterprise loans up to ₹10 lakh, which are mandated to be collateral-free. Beneficiaries in the non-subsidy categories can also take collateral-free loans through the CGTMSE Scheme for amounts up to ₹50 lakh, with the state paying the annual guarantee fee.

What are the loan tenure and repayment terms?

The maximum loan tenure is 5 years, extendable to 7 years. A uniform 6-month moratorium applies at the start, and the interest falling due during that period is borne by the State Government.

What is the CGTMSE guarantee fee benefit?

Anyone who opts for a collateral-free loan under the CGTMSE Scheme gets the Annual Guarantee Fee of 0.37% paid on their behalf. This benefit is available on loans of up to ₹50 lakh in the non-subsidy categories.

What documents do I need to submit?

You complete an online application form and upload the supporting papers the guidelines specify. Typically these include identity proof, address proof, a project report, land ownership or lease documents and bank statements. FPOs additionally need audited financial statements, and shareholder details are relevant for them as well.

How do I apply for CMMFI?

Applications are made through the Credit Portal of Nagaland. Register on the homepage by selecting your beneficiary type — individual, SHG or FPO — entering your legal name and creating a password. Then log in with your registered email or mobile number, fill in the detailed form covering personal, business and project details, upload the mandatory documents, and review everything before submitting. Once submitted, the application moves to the concerned bank branch for scrutiny.
