What is the Meghalaya Any Business Venture Scheme and who runs it?
It is a scheme under the Chief Minister's CM-ELEVATE Programme, run by the Government of Meghalaya. Its purpose is to help individuals and registered entities establish new business ventures in the state by combining government subsidy, EMI support and bank credit. The programme is designed to back 50 entrepreneurs across Meghalaya.
How much funding does the scheme offer?
Support arrives in three parts. The government provides an upfront subsidy equal to 25% of your project cost, capped at ₹12.5 lakh, plus EMI support of up to ₹5 lakh, which works out to 10% of the project cost. A partner bank can then lend up to 70% of the project cost. The subsidy and EMI support together are worth up to ₹17.5 lakh.
Is there an application deadline?
No. Applications are accepted on a rolling basis, so there is no fixed last date to submit. That said, only 50 entrepreneurs will be supported under the programme, so applying early makes sense.
Who is eligible to apply?
The applicant, any partners and the authorised representative must be residents of Meghalaya, and must be aged between 18 and 58 years. Both individuals and registered entities can apply. Applicants also need relevant experience in the proposed field, proof of land ownership or a valid lease for the premises, a commitment to contribute a share of the project themselves, and a commitment to employ local residents.
Do I need prior experience in the business I am proposing?
Yes. Relevant experience in the field of the proposed project is a requirement, and fresh applicants who cannot demonstrate such experience are not considered under this scheme.
Do I need to own land or hold a lease?
Yes. You must be able to show proof of land ownership or a valid lease agreement for the premises where the venture will be established.
What are the loan repayment terms, and which banks are involved?
Loans covering up to 70% of the project cost are provided through partner banks — MCAB, SBI and HDFC. The repayment tenure runs for 15 years, and there is an 18-month moratorium period at the start.
Does the scheme take equity in my business?
No. This is a debt and subsidy scheme. The bank loan is repaid over the agreed tenure, while the upfront subsidy and the EMI support are government contributions towards the project. No equity stake in your venture is taken.
How do I apply?
Applications go through the official MeghalayaOne website. New users register through the 'Registration for New User' option, then choose an Authentication ID — either a PDS Ration Card or an Election Photo ID Card (EPIC) — enter the card number, select their name and validate the details. After that, fill in the application form, upload the necessary documents, review everything and submit to receive a unique application number. Existing users can sign in using a Mobile Number, PDS, EPIC or Member ID, then use 'Apply for Services/Scheme' and complete the same steps.
What documents will I need for the application?
You will need a valid Authentication ID — a PDS Ration Card or an Election Photo ID Card (EPIC) — to sign in and validate your identity on the portal. The application form also requires supporting documents to be uploaded, which in practice will include your proof of land ownership or lease agreement and evidence of relevant experience in the proposed field.
Is DPIIT recognition required for Meghalaya Any Business Venture Scheme — Up to ₹17.5L Support?
