Is this a grant or a loan — do I have to pay it back?
It is a loan. The amount is recovered in not more than sixty installments, so the worker repays it over time rather than keeping it outright. The scheme is sometimes described using the word "grant", but the recovery condition makes the benefit a repayable debt.
Who is eligible for this scheme?
You must be a resident of Meghalaya who is engaged in building or other construction work, and you must be registered with the Meghalaya Building & Other Construction Workers Welfare Board. On top of that, you need at least three years of completed membership in the fund with regular contributions, and you must have completed 55 years of age.
Do I need DPIIT recognition or MSME registration to apply?

Is there a deadline for applying?

How do I apply for the loan?
You first need to be registered with the MBOCWWB, and then apply for the Instrument Grant. Both steps can be done online through the Board's portal at https://megbocwwb.gov.in/bocw_services/login.htm, or offline using the prescribed forms. The benefit application can also be started at https://megbocwwb.gov.in/enrollment. In the offline route, the filled Instrumental Loan form is signed and submitted to your employer, who countersigns it and sends it to the Board.
What documents are needed?
For registration, the enclosures are a photograph, ID proof, an employer certificate or self certification, and the worker's bank passbook. When applying for the instrument benefit, you must provide a valid cash memo or voucher from an authorised dealer covering the tools purchased, and the tools themselves have to be shown for inspection.
What happens after I buy the tools?
You must produce the tools before an official of the Board for inspection. The Board then embosses a mark on the tool. Once marked, the tool cannot be sold, and it cannot be used to claim the benefit a second time.
What if I am not yet registered with the MBOCWWB?
You cannot apply for the benefit until the registration is complete. A new registration is processed and verified by Block and District Labour officials and Labour Inspectors, and it requires approval from the District Labour Commissioner, after which a Registration Certificate is generated. Offline applicants are registered by the Registering Officer of their area and issued an identity card.
