Selection process

Proposals are examined by a dedicated committee made up of senior officials from the State Government of Maharashtra along with MAITRI. The assessment weighs the applicant's global standing — Fortune 500 membership or a billion-dollar market capitalisation — against the size of the proposed investment and how strategically important the project is for the state.

The criteria that carry the most weight are the commitment to at least 1,000 direct jobs, the potential for meaningful regional development, the contribution to skill enhancement programmes, and how well the project fits Maharashtra's industrial policy objectives. Proposals showing high impact, sustainable growth and a strong commitment to the local community are given priority.

  • Expression of Interest or initial inquiry. Companies begin by submitting an EOI or reaching out through the MAITRI portal, or directly to the Department of Industries, Government of Maharashtra, with basic company details and an outline of the proposed project.
  • Detailed project proposal. Eligible companies then file a comprehensive proposal covering project scope, investment outlay, projected job creation (including the 1,000 direct job minimum), timeline, regional development contribution, skill enhancement plans and strategic importance to Maharashtra.
  • Liaison and due diligence. MAITRI, as the facilitating agency, guides applicants through the required documentation and clearances while the state runs due diligence on the company and evaluates the project's viability and policy alignment.
  • Committee review and approval. The proposal goes before a high-level committee drawn from various state departments, which checks adherence to the eligibility criteria, strategic fit and potential impact before recommending approval.
  • Land allocation and agreement. After approval, the state allocates the subsidised land and executes a formal agreement setting out the terms of transfer — including the ₹1 per acre rate — along with the job creation and implementation commitments.
