Who is eligible to apply?
You must be a resident of Haryana, belong to the Scheduled Caste category, come from a Below Poverty Line family, and have an annual family income of not more than ₹1,80,000. Your name also has to appear in the BPL Survey List. Both rural and urban BPL families in the state can apply.
What interest rate applies and when do repayments start?
The loan amount recoverable by HSFDC carries interest of 4% per annum. Repayment does not begin immediately — there is a 6-month moratorium (180 days) first, after which the installment period runs for another 6 months (180 days). That makes the total loan tenure 12 months.
Is there a deadline to apply?
No. This is a rolling scheme with no closing date, so applications can be submitted at any point in the year, subject to the eligibility conditions being met.
Does the scheme take equity in my business?
No. It is structured as a debt package — a bank loan plus a subsidy — so no equity, shareholding or ownership stake is taken. The subsidy component lowers your project cost, and the loan portion is what gets repaid, at the stated rate of interest.
How do I apply online?
Visit the HSFDC website at hscfdc.org.in/appreg and choose the relevant scheme listed under the Bank Tie-up Scheme section. Register with your name, Aadhaar number, email ID, mobile number and the captcha code, then enter the OTP sent to your mobile to verify. The detailed form opens next, where you fill in your personal, financial and project details and upload the required documents before submitting. You are given a user ID and password for future reference.
If you have already registered, log in with your user ID and password, open your dashboard under Edit Profile, add surety details and any additional documents, click Final Submit, and print a copy of the application for your records.
Can I apply offline instead?
Yes. HSFDC also collects loan applications at credit camps, Open Darbars and other community functions organised under the supervision of Deputy Commissioners and Additional Deputy Commissioners at various locations across Haryana. You can enquire locally about upcoming events and hand in your application in person.
What documents are needed for the application?
The application calls for proof of identity, proof of address, a caste certificate, a BPL card and an income certificate. Registration itself requires your name, Aadhaar number, email ID and mobile number, and at the profile stage you may also need to provide surety details and upload any further documents the bank or HSFDC asks for.
What happens after I submit my application?
HSFDC field staff verify the details you have given and confirm that you meet the residency, caste, BPL status and income conditions, and that the need is genuine. Once that check is cleared, your file is sponsored to a partnered bank, which issues the final sanction and disburses the composite loan along with the subsidy.
