How much funding does the IPS export doubling incentive provide?

The amount depends on who is applying. A woman entrepreneur is reimbursed 2% of export value, capped at ₹30,00,000. Every other entrepreneur is reimbursed 1% of export value, capped at ₹20,00,000. So the benefit for a given unit ranges between ₹20 lakh and ₹30 lakh at the upper end, depending on the category.

Who is eligible for this export incentive?

The unit has to be in the MSME sector and located in the Union Territory of Dadra and Nagar Haveli and Daman and Diu. Both new manufacturing or service units and existing manufacturing or service units that have gone in for expansion or diversification are covered, provided commercial production started between 20 May 2022 and 19 May 2027. The enterprise must also have doubled its export value over the previous financial year.

What is the application deadline, and how is it calculated?

The deadline is not a single fixed date for everyone — an enterprise has to apply within six months from 31 March of the previous financial year for which it is claiming the incentive. As an illustration, for export performance in FY 2023-24 the last date works out to 30 September 2024, which is the deadline currently shown for this scheme.

Does this scheme take equity in my company?

No. The support is a subsidy paid in the form of a reimbursement — a return of a percentage of the export value you have already achieved. It is not an equity investment, so no shares or ownership stake in your business are taken. It is also not a loan, so nothing has to be repaid.

Do I need DPIIT recognition or MSME registration to apply?

DPIIT recognition is not listed among the eligibility conditions for this incentive. What is checked is that the unit belongs to the MSME sector, is located in the Union Territory, commenced commercial production within the specified window, and has doubled its export value over the previous financial year.

Can I claim this incentive more than once?

Yes. An eligible enterprise can claim the incentive for every annual year throughout the scheme period. So if the unit keeps meeting the doubling-of-export-values criterion, it can keep receiving the reimbursement in successive years, rather than receiving the benefit only once.

What exactly does "doubling of export values" mean?

It means that the export value achieved by the enterprise in a financial year is twice the export value it recorded in the previous financial year. This growth in export value is the central evaluation criterion for the incentive, and the reimbursement is then calculated as a percentage of that export value.

How do I apply for the scheme?

Applications are made online through the Single Window Portal at https://swp.dddgov.in/registration. You register with your details, verify your email through the link sent to your inbox, and verify your mobile number by entering the OTP 111111. Your mobile number and PIN are emailed to you, and you use them at https://swp.dddgov.in/login to log in. From the left-hand menu, open the "Departments & Services" tab, scroll to "District Industries Centre DD & DNH", and click "Click Here" next to "Investment Promotion Scheme : 2022 to 2027 (20 May 2022 to 19 May 2027)". Fill in the Common Application Form, upload the mandatory supporting documents, review everything and submit.

What documents do I need to submit with the application?

The application is made on the Common Application Form on the Single Window Portal, and all mandatory supporting documents have to be uploaded along with it. The form itself sets out exactly which details and documents are required, so it is best to keep your unit and export records ready before you begin filling it in.

When did the scheme start and how long will it run?

The Investment Promotion Scheme (IPS) for the MSME Sector was launched on 3 July 2015 and has been extended to run until 19 May 2027. The current sub-scheme window, "Investment Promotion Scheme : 2022 to 2027", applies to units whose commercial production began between 20 May 2022 and 19 May 2027.
