Where in Himachal Pradesh must the project be located?

The investment has to be made in a Category "A" area as defined under the Himachal Pradesh Tourism Policy 2019. Projects located outside those designated areas are not covered by this subsidy.

Is this a loan, a grant or an equity investment?

It is neither a loan nor an equity deal. The support is a capital investment subsidy, which is a non-repayable financial incentive — there is no repayment schedule, no interest and no stake in your business given away.

What is the application deadline?

There is no fixed deadline. Applications are rolling and always open, so a unit can apply once its investment and paperwork are in order instead of waiting for a particular window.

How do I apply, and what documents are needed?

Applications are submitted online through the Himachal Pradesh emerging services portal at https://emerginghimachal.hp.gov.in/online-services. In practice you will need a detailed project proposal, a business plan, proof of the fixed capital investment made, registration of the unit, and the permits and licences applicable to it, all in line with Tourism Policy 2019 requirements.

Who reviews my application, and on what basis?

After an initial screening, the case goes to a committee comprising officials from the Department of Tourism and other relevant government departments. The committee examines how well the project adheres to Tourism Policy 2019 guidelines, the quantum of fixed capital investment, and the nature of the tourism unit before recommending it for subsidy approval.
