Selection process
There is no competitive shortlisting or pitch round here — the route is documentary, and it runs in two stages.
Stage 1 — Registration. The unit files an application with the Industries Commissioner in the prescribed format, along with the necessary documents. This has to be done within one year from loan disbursement, from the start of production, or from the policy operative date, whichever falls later. The office scrutinises and verifies the papers, and a registration certificate is then issued by the Industrial Commissioner.
Stage 2 — Provisional or Final Eligibility Certificate (after DoCP). Where this application goes depends on the category of the unit:
- MSME units with GFCI up to ₹10 crore: the General Manager, District Industries Center.
- MSME units with GFCI above ₹10 crore and up to ₹50 crore: the MSME Commissioner, within 1 year from DoCP or within one year from the date the government resolution was issued, whichever is later.
- Units other than MSME: the Industries Commissioner, within 1 year from DoCP or within 1 year from the date the registration certificate was issued, whichever is later.
Each stage turns on verification of the submitted documents and on confirmation that the Labour Intensive Unit status and the operational details claimed are genuinely met. Once the certificates are in place, the subsidy benefits are disbursed.
