Your unit must be recognised as a Labour Intensive Unit, and it must operate in the Garment, Apparel & Made-ups sector or the Technical Textiles sector. Composite Units are explicitly covered in both categories. Units outside these sub-sectors are not covered by this particular component of the policy.
Do the workers need to be from Gujarat or registered anywhere?
Yes on both counts. Each worker for whom assistance is claimed has to be domiciled in Gujarat and registered under the EPF scheme. The benefit is therefore tied to a formal, locally resident workforce.
Is this a loan, or does the government take equity in my unit?
It is neither. Payroll Assistance is a subsidy — a cash fiscal incentive paid against your wage costs — so there is no equity dilution and nothing to repay as you would with a loan. The policy also offers regulatory support as part of its benefits to eligible units.
What is the deadline to apply?
The scheme is rolling and always open, but individual units face fixed clocks. A unit must apply within one year from the Date of Commercial Production (DoCP). The registration application has to be filed within one year from loan disbursement, production start or the policy operative date, whichever is later. The policy itself is effective from 1 October 2024 to 29 September 2029.
How and where do I apply?
The process is offline and in two parts. First, submit an application to the Industries Commissioner in the prescribed format with the required documents; after verification, a registration certificate is issued. Second, apply for a Provisional/Final Eligibility Certificate — MSME units with GFCI up to ₹10 crore apply to the General Manager, District Industries Center after their DoCP; MSME units with GFCI above ₹10 crore and up to ₹50 crore apply to the MSME Commissioner within one year from DoCP or within one year from the date of the GR's issuance, whichever is later; and units that are not MSMEs apply to the Industries Commissioner within one year from DoCP or within one year from the registration certificate's issuance, whichever is later. What happens after I submit my application?
Your papers are scrutinised and verified by the relevant authority — the Industrial Commissioner, the General Manager of the District Industries Center, or the MSME Commissioner. Once that check is cleared, a registration certificate is issued by the Industrial Commissioner, and the unit then moves to the Provisional/Final Eligibility Certificate stage where the documents are examined again before eligibility is confirmed.
