Selection process
There is no competitive pitch, jury or ranking stage here. Approval is an administrative, document-based process: officials scrutinise the application and the supporting papers and confirm whether the unit meets the policy conditions.
The sequence runs as follows:
- Registration. The unit files an application in the prescribed format with the Industries Commissioner. This must be done within one year of the loan disbursement date, the date of commercial production, or the policy's operative date of 1 October 2024 — whichever falls later.
- Registration certificate. The Industries Commissionerate verifies the submitted documents and, once satisfied that the prescribed procedure has been followed, issues a registration certificate to the unit.
- Provisional or final eligibility certificate. After the Date of Commercial Production, the unit applies for a Provisional Eligibility Certificate. The authority it applies to depends on the Gross Fixed Capital Investment:
- MSME units with GFCI up to ₹10 Crore apply to the General Manager, District Industries Center.
- MSME units with GFCI above ₹10 Crore and up to ₹50 Crore apply to the MSME Commissioner, within one year of DoCP or one year of the GR's issuance, whichever is later.
- Units other than MSME apply to the Industries Commissioner, within one year of DoCP or one year of the registration certificate, whichever is later.
The verification centres on Labour Intensive Unit status, the sanctioned term loan and its disbursement date, and whether the application was filed inside the permitted window.
