Proposals are assessed in two stages before any money is committed.

• Examination and appraisal by a designated Committee. A committee drawn from relevant members reviews every submission, testing how feasible the proposal is and whether it matches the scheme's aims. This is the filter that removes weak or unsuitable training proposals.
• Recommendation to the State Level Empowered Committee (SLEC). The appraisal committee forwards the proposals it backs to the SLEC, which conducts the final review. The SLEC holds the ultimate decision on whether financial assistance is approved.

In practice, no application is cleared on first reading — it has to survive the committee's appraisal and then secure the SLEC's sign-off.
