Every claim went before a dedicated Task Force Committee, which was the body responsible for vetting applications and clearing the release of benefits.

The committee drew its members from the Directorate of Industries, Trade and Commerce, the Finance Department, and a number of industry associations.

The committee was expected to complete its scrutiny and record its recommendation within three months of receiving an application. Once recommended, disbursement was to be made within six months from the date the application was submitted.

On the applicant's side, claims had to be filed in the prescribed proforma after the close of each financial year and before 31 May, following the existing procedures and requirements of the underlying scheme under which the special benefit was being claimed.
