A unit first registered with the Directorate of Industries, Trade and Commerce using the prescribed proforma. It then filed claims half-yearly — one covering January to June, the other covering July to December — within three months of each period ending.
- First half-year (January–June): claim due by 30 September.
- Second half-year (July–December): claim due by 31 March.
The Directorate scrutinised the claims and prepared a list of eligible units, forwarding it to the Task Force Committee within one month. The Committee then verified the claims and finalised the list within two months. A unit unhappy with the outcome could refer the dispute to the Chief Secretary, whose decision was final.
