How much money does the Salary Subsidy Scheme pay an IT unit?

It is a matching grant against the salary you pay to freshers. The standard rate goes up to ₹10,000 per fresher per month, and for female freshers the ceiling is higher at ₹12,500 per month. The subsidy applies to each eligible fresher and continues for two continuous years.

Who is eligible to apply for this Goa scheme?

Any IT unit with operations in Goa. The applying entity can be a Proprietorship Firm, a Private Limited Company, a Public Limited Company, a Registered Partnership Firm or a Limited Liability Partnership. On top of that, the unit's bank account, the bank accounts of its partners or directors, and the bank accounts of the freshers claimed for must all be linked to Aadhaar.

What counts as a fresher under this scheme?

A candidate with less than two years of work experience before pursuing post-graduation is treated as a fresher, with that prior experience counted on a pro-rata basis. If someone had more than two years of experience before post-graduation, they do not qualify as a fresher and cannot be claimed. The fresher also needs to stay employed for a minimum of one year.

Is there an application deadline?

No. The scheme runs on a rolling, always-open basis rather than against a fixed cut-off date. You can apply quarterly, bi-annually or annually, after the relevant salary expenditure has been incurred.

Does the scheme take equity in my company?

No. This is a grant-type subsidy rather than an equity investment, so no stake is taken in the unit. The money is non-dilutive and is paid as a subsidy against salaries you have already paid.

How do I apply for the Salary Subsidy Scheme?

Applications are made online through the Goa Online portal. Register on the portal, verify your email ID and mobile number with the OTPs you receive, and complete the registration form — including a login name, password, the declaration and terms acceptance, and the captcha. Log in with those credentials, go to "Services" in the top ribbon, open "IT Services" and select the scheme. Fill in every mandatory field, upload the required documents, and submit. A unique registration number is generated on submission, so note it down for future reference.

How long does approval and payment take?

Scrutiny against the checklist happens within 30 days of the application being received. The application is then placed before an Empowered Committee, which typically approves within 60 days of the receipt date. After approval, a sanction order is issued and disbursement usually begins within 90 days of the application receipt date.

Is the unit checked again after the subsidy starts?

Yes. Units are subject to an annual evaluation to make sure they continue to meet the conditions of the scheme.
