How much funding can an IT Unit get under this scheme?
It depends on the size of your unit. Smaller Business Units can receive up to ₹10 lakh, Other Business Units up to ₹50 lakh, and Mega Business Units up to ₹1 crore. The subsidy itself is calculated as up to 20% of your capital investment, with an additional 10% available for Mega Business Units or for office space in the Government's key focus areas.
Is this a loan or an equity investment?
Neither. It is a capital investment subsidy from the Government of Goa, so there is nothing to repay and the state does not take any stake in your company in return for the money.
Who is eligible to apply?
Your IT Unit must have its operations in Goa, and it can be new or already established. The applicant has to be a Proprietorship Firm, Private Limited Company, Public Limited Company, Registered Partnership Firm, or Limited Liability Partnership. The bank accounts of the unit and/or its partners or directors must also be Aadhaar-linked. One further condition attaches to the premises: a unit must have been operating out of a particular office space for a stretch longer than two years before it can claim subsidy against that space.
Does the scheme require DPIIT recognition or MSME registration?
The eligibility criteria published for this scheme do not ask for DPIIT recognition or MSME registration. What is checked is that your operations are in Goa, that you are one of the accepted entity types, and that the Aadhaar-linkage, office-space and employee-tenure conditions are satisfied.
Can an existing IT company in Goa apply?
Yes. Both new and existing units are covered. Existing units that qualify as Mega Units can also claim up to a 20% subsidy on capital investment made during the three years prior to the policy's notification.
How does hiring Goan employees change my payout?
The approved subsidy is released pro-rata depending on how many of your staff are of Goan origin or Goan Graduates. You receive 50% of the incentive if up to 30% of employees are Goan, 75% when the Goan share is between 30% and 60%, and the full 100% once more than 60% are Goan. To be counted for this purpose, an employee must have been on the unit's payroll for at least one year.
Is there a deadline to apply?
No. The scheme runs on a rolling, always-open basis. You can submit an application quarterly, half-yearly or annually, after the expenditure you want to claim has actually been incurred.
How do I apply?
Applications are made online through the Goa Online portal at goaonline.gov.in. You register with an email ID and mobile number verified by OTP, complete the registration form by creating a login name and password, accept the declaration and terms, and log in. From the top ribbon choose Services, then IT Services, and select the Capital Investment Subsidy Scheme. Fill in the form, upload the required documents and submit; a unique registration number is generated for future reference.
What documents will I need?
The application typically calls for incorporation documents, proof of the capital investment being claimed, employee records, and the Aadhaar linkage documents for the unit's and its partners' or directors' bank accounts.
How long does it take to get the money?
There is a set sequence. Documents and eligibility are scrutinised within 30 days of receipt. The application then goes before an Empowered Committee, with approval targeted within 60 days of receipt. Sanction orders are issued after approval, and disbursement is normally processed within about 90 days of the application date.
