IPS Skill Development Assistance — 75% Course Fee Reimbursed for MSMEs — Frequently Asked Questions
Answers to the questions founders most often ask about IPS Skill Development Assistance — 75% Course Fee Reimbursed for MSMEs — who qualifies, the funding amount, required documents and how the application works.
Frequently asked questions
How much money does this sub-scheme actually pay out?
It refunds 75% of the course fee for approved training, and the payout cannot exceed ₹1,50,000 per course. The percentage is worked out on the fee you paid, while the ₹1,50,000 ceiling applies course by course — so a course costing more than the cap will still draw only the capped amount. A single eligible unit may use this benefit for up to 20 persons in a year.
Can a new startup apply, or is this only for established businesses?
Both can apply. New manufacturing or service units qualify, and so do existing manufacturing or service units that are taking up expansion or diversification. In every case the unit must be in the MSME sector and must be located within Dadra & Nagar Haveli and Daman and Diu. One more condition applies to the unit's timeline: commercial production should have started between May 20, 2022 and May 19, 2027.
Do I need MSME Udyam registration? Is DPIIT Startup India recognition required?
DPIIT Startup India recognition is not listed among the requirements. The scheme is squarely aimed at the MSME sector, so the unit is expected to be a registered MSME for the claim to be considered.
Which courses and which training institutes are acceptable?
The training has to be in entrepreneurship, management development or a skill area. It also has to be delivered by a reputable national-level institution, or by a provider certified by the National Skill Development Corporation (NSDC) or a State Skill Council. During assessment, the Department verifies the accreditation of the institution you trained with, so keep the certification details handy.
How many of my team members can be covered?
The reimbursement can be claimed for up to 20 persons from an eligible unit per year. That can include aspiring entrepreneurs as well as employees of an established business, which lets a company spread the skill upgrade across a fairly wide group rather than a single individual.
What is the application deadline?
There is no fixed closing date — applications run on a rolling basis. The deadline that does matter is a personal one: the claim has to be submitted within six months of the date the training is completed. The scheme itself, in its 2022 to 2027 edition, stays operative until May 19, 2027.
Is this a grant, a loan or an equity investment?
It is a subsidy, paid as a reimbursement of course fees. The unit pays for the training first and then gets 75% of the cost back, capped at ₹1,50,000 per course. No equity or shareholding is taken in your business, and there is nothing to repay.

What documents do I need to submit?
The portal requires you to upload the mandatory documents listed in the scheme guidelines, and the Common Application Form will not be accepted without them. Because the claim is verified against the course fee, the number of persons trained and the institution's accreditation, check the notification and guidelines for the exact document list before you begin filling the form.
How are applications assessed once I submit?
The Department of Industries reviews each application. It confirms that your unit is an eligible MSME, that commercial production began inside the May 20, 2022 to May 19, 2027 window, that the unit sits in the Union Territory, and that the training was of the kind the scheme supports. It also verifies that the training institution is accredited by the National Skill Development Corporation or a State Skill Council, and checks the course fee, the number of people trained and compliance with the 75% limit of ₹1,50,000 per course. Approval follows once the submission is complete, accurate and in line with the guidelines.
