Approval here is administrative, not competitive. There is no pitch, no jury and no ranking of applicants against one another.

Claims are handled by the nodal agency designated under the Industrial Development Policy, and the file is put through a verification exercise:

• the legal validity of the applicant enterprise is confirmed;
• the audit invoices are checked for authenticity and the amounts for reasonableness;
• conformity with any audit standards or agency requirements prescribed by the policy is established;
• the claim is checked for completeness against the terms and conditions of the policy.

A designated committee or the relevant state officials then decide on approval. Because the test is compliance rather than competition, an eligible claim that clears verification is approved on its own merits, and the reimbursement follows into the applicant's bank account.
