Selection process

There is no competition and no shortlist here — the scheme does not rank applicants against one another. What the authorities check is whether the transaction fits the policy and whether the paperwork proves it. The claim is made alongside registration of the deed:

  • Step 1 — Choose the property. The entrepreneur identifies the land, shed or building that suits the business and confirms it is not meant for a mining lease.
  • Step 2 — Execute the deed. The legal deed for the purchase or lease is drawn up and signed, formalising the terms of the transaction.
  • Step 3 — Assemble the documents. This means proof of SC/ST status, business registration details and the executed property deed itself.
  • Step 4 — Submit to the authority. The deed and supporting papers go to the relevant state government department or sub-registrar office for registration, and the claim under the Special Package for SC/ST Entrepreneurs is stated explicitly at that point.
  • Step 5 — Verification and exemption. Officials verify that the applicant qualifies and that the property deal is of a covered kind. Once that is confirmed, the exemption is applied and the stamp duty payable at registration becomes zero.
