Claims are examined by the state government machinery — the Department of Industries, or an agency it designates for implementation. A claim moves through the following steps:

• Eligibility screening. Officials check that the applicant qualifies as a valid startup unit, that the unit is based in Chhattisgarh, and that the premises it occupies are of the kind the scheme covers — a rented building or an incubation centre.
• Document verification. The rental agreement and the records showing monthly rent payments are examined closely to confirm that the claim is genuine.
• Assessment against policy objectives. A committee, or an officer assigned the task, reviews the application to see that it fits the goals of the Chhattisgarh Industrial Development Policy 2024-30.
