How much money does the WWAS scheme actually give back?
It reimburses your ESI and EPF contributions. In the first year the entire contribution is returned — a 100% reimbursement. From the second year onwards, 75% is reimbursed. The reimbursement is released once a year, and it is calculated on contributions paid at the minimum statutory limits.
Does the government take equity in my company under this scheme?
No. WWAS is a subsidy, and the support comes as a reimbursement of ESI and EPF costs you have already paid. There is no shareholding, stake or equity conversion involved anywhere in the scheme — it is a straight cost refund against payroll welfare contributions.
Who is eligible to apply for WWAS?
Your enterprise should be a micro, small or medium manufacturing unit in West Bengal. Production must have started on or after 1 April 2019, and your Date of Commencement of Commercial Production has to fall between 1 April 2020 and 31 March 2025. The unit can be a private sector business, a cooperative, a joint sector undertaking, a company or undertaking owned and managed by the State Government, or an Industrial SHG.
What is the 50% Employment Bank rule?
At least half of your workforce must be people recruited from the State's Employment Bank. This is a core eligibility condition, not an optional preference — the scheme is built to reward manufacturers who hire locally from the state's registered pool of job seekers.
For how many years can I claim the reimbursement?
It depends on your zone. Enterprises in Zone-B can claim for 5 years, those in Zone-C for 7 years, and units in Zones D and E for up to 9 years. Your first year carries the 100% rate; every year after that is reimbursed at 75%.
What is the deadline for submitting the application?
Your first application must reach the authorities within 12 months of your Date of Commencement of Commercial Production, or within 12 months of the Banglashree notification dated 1 April 2020 — whichever of the two falls later. The scheme's validity closes on 31 March 2025, which means new projects need to have their DOCCP by that date to qualify.
What do I need to keep doing to receive the money every year?
Two things matter most. First, your ESI and EPF contributions have to be deposited by their respective due dates, computed on the minimum statutory limits — a late payment breaks the chain. Second, you must continue meeting the requirement of drawing at least 50% of your employees from the Employment Bank. Once those hold, the reimbursement is considered annually.
How do I apply for the WWAS subsidy?
Applications are filed online on the Shilpasathi Portal. Register on the portal, log in, go to MSME Incentive under ALL SERVICES and create your Common Application Form, which generates a CAF ID. Fill in the eligibility form, complete the mandatory CAF fields, then move to Online Form-A and the APPLY SUBSIDY section, where you tick the year-wise subsidy items you are claiming. Add the year-wise subsidy breakdown under the FILL UP SUBSIDY tab, upload the required documents, verify and submit, and accept the declaration. A reference number is issued on submission for tracking your status.
Do I need DPIIT recognition or MSME registration to apply?
The scheme's published conditions are framed around your unit being a micro, small or medium manufacturing enterprise in West Bengal, its production commencement dates, its ownership form and its Employment Bank hiring share. No separate DPIIT recognition requirement is listed among those conditions.
Which department runs the Banglashree WWAS scheme?
