What exactly is the SDRFS sub-scheme under Banglashree for MSME?

It is a state subsidy that returns part of the stamp duty and registration fee a manufacturing MSME has paid on property registered in West Bengal. The Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, runs it as one component of the wider Banglashree for MSME programme. It took effect on April 1, 2020 and remains in force until March 31, 2025.

How much reimbursement can my unit get?

It depends on your enterprise category and the zone your unit falls in.

  • Micro and Small Enterprises: 25% in Zone A, 50% in Zone B, 75% in Zone C, and 100% in Zone D and Zone E.
  • Medium Enterprises: 75% in Zones B, C, D and E.

The amount actually admitted is calculated proportionally, based on how much of the land or building is used for implementing your approved project.

Who is eligible to apply?

Your unit must be a Micro, Small or Medium Enterprise in the manufacturing sector. Production should have started on or after April 1, 2019, and the Date of Commencement of Commercial Production must fall between April 1, 2020 and March 31, 2025. The enterprise also has to be in the private sector, the cooperative sector, a joint sector undertaking, or be owned or managed by the State Government or an Industrial SHG.

My unit started production in 2018. Can I still claim this subsidy?

No. The scheme requires production to have begun on or after April 1, 2019, and the Date of Commencement of Commercial Production must sit inside the April 1, 2020 to March 31, 2025 window. A unit whose production predates April 2019 does not meet that condition.

What property transactions does the subsidy cover?

It covers the purchase of land and/or buildings, and also land, a building or a shed taken on a lease of at least ten years. In every case the property has to be located within a government or government-approved industrial park or estate in West Bengal, and it must be held for setting up an approved project.

What is the deadline to apply?

The sub-scheme stays in force until March 31, 2025, and your Date of Commencement of Commercial Production must fall within its validity period, that is, by March 31, 2025. Your first application has to be submitted within 12 months of the DOCCP, or within 12 months of the date on which Banglashree was notified (April 1, 2020) — whichever of the two comes later.

Does the scheme take equity in my business, or is it a loan?

Neither. SDRFS is a reimbursement subsidy: you pay the stamp duty and registration fee and then claim a percentage of it back. No stake in your enterprise is taken and nothing has to be repaid.

Is DPIIT recognition required for this subsidy?

The eligibility criteria for this sub-scheme do not list DPIIT recognition as a condition. What matters is that your unit qualifies as a Micro, Small or Medium manufacturing enterprise, meets the production-date rules, and has acquired or leased property in a government or government-approved industrial park or estate for an approved project.

How do I apply for the subsidy?

Everything is handled online through the Shilpasathi portal. Click 'Apply Online' and, if you are a new user, choose 'Create New', select your applicant type, enter your registration number and complete the user registration form.

Once registered, log in with your username and password or via OTP. From the dashboard, open 'ALL SERVICES' and pick 'MSME Incentive'. Click 'Create CAF' to generate a CAF ID, then 'Apply Online'. Fill the eligibility form, move to the Common Application Form and complete all mandatory fields. After that, open 'Online Form - A', go to the 'APPLY SUBSIDY' section, tick the year-wise subsidy items and save. In the 'FILL UP SUBSIDY' tab, enter the year-wise details, using 'Add More' if you are claiming for more than one year.

Upload the relevant documents, preview everything, click 'VERIFY & SUBMIT', accept the declaration and hit 'Submit Application'. You will receive an application reference number for tracking.

What documents do I need to upload?

The online application requires you to upload the relevant supporting documents before you verify and submit, and the entries are submitted along with year-wise subsidy details. Since the claim is tied to property that has been registered for your approved project, the papers relating to that transaction form the basis of the application.

What happens after I submit my application?

The Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, reviews it.
