Andhra Pradesh IDP 4.0 Employment Subsidy — Up to ₹500 Cr — Frequently Asked Questions

FAQ

Answers to the questions founders most often ask about Andhra Pradesh IDP 4.0 Employment Subsidy — Up to ₹500 Cr — who qualifies, the funding amount, required documents and how the application works.

Frequently asked questions

How much money does the AP IDP 4.0 Employment Subsidy pay out?

The subsidy works out to 10% of your project's eligible Fixed Capital Investment. The ceiling is ₹50 Crores for a Sub-Large enterprise, ₹100 Crores for a Large one and ₹500 Crores for a Mega one. For Ultra-Mega enterprises the amount is determined by eligible FCI, with no ceiling figure specified.

What is the Employment to Investment (E/I) ratio and why does it decide my eligibility?

It compares the jobs a project creates with the capital it puts into fixed assets. For this subsidy the ratio must be higher than 5, which means that for every unit of capital invested the enterprise has to create more than five units of employment. A project that misses this threshold will not qualify, no matter how large the investment is.

Which enterprises are eligible for this subsidy?

Only Sub-Large, Large, Mega and Ultra-Mega enterprises are covered. The unit has to be operating in Andhra Pradesh, and it must be a new project, an expansion of an existing operation, or a diversification into a new product line.

Is there an application deadline I need to meet?

No. The scheme is rolling and always open, so applications are not tied to a fixed closing date. You can apply once your project proposal, investment details and employment projections are ready.

Does the government take equity or a stake in my company in return?

No. This is a subsidy paid out in cash, not an equity investment, so it does not dilute the promoters' shareholding in the business.

How is the subsidy actually released?

In tranches over a period of five to ten years. The exact duration depends on the category your enterprise falls into — Sub-Large, Large, Mega or Ultra-Mega.

What documents do I need to prepare?

You will need a detailed project proposal, the numbers behind your Fixed Capital Investment, and projections showing how much employment the project will generate. The IDP 4.0 policy document sets out the complete requirements and the application procedure.

How and where do I apply?

Applications are made through the designated online portal or filed with the Department of Industries, Government of Andhra Pradesh, following the process laid down in IDP 4.0. The department's incentives page is at https://www.apindustries.gov.in/Incentives/Index.aspx.

Who evaluates my application and on what basis?

A committee from the Department of Industries, Government of Andhra Pradesh, reviews it. The assessment checks whether you satisfy the eligibility conditions — above all the E/I ratio — along with the scale of your Fixed Capital Investment and the enterprise category you fall under.

Can an existing business that wants to expand apply?

Yes. Expansion projects and diversification into new product lines are both covered, alongside entirely new projects. The same conditions on the E/I ratio and enterprise category apply to all of them.
