How much funding does the Uttarakhand Tourism Entrepreneur Promotion Scheme provide?

There are three separate benefits. First, a capital grant that goes up to ₹80 lakh in Category A districts, ₹1.2 crore in Category B districts and ₹1.5 crore in Category C districts. Second, a full 100% reimbursement of the stamp duty you pay on land sale or lease deeds, loan agreements, mortgages and pledges. Third, a 3% interest subsidy on term loans from approved financial institutions, capped at ₹4 lakh, ₹5 lakh or ₹6 lakh a year depending on the district, for up to three years from the start of commercial operations. Depending on the district category, total support can range from about ₹33 lakh to ₹1.5 crore.

Who is eligible to apply?

You need to be a permanent resident of Uttarakhand or a Uttarakhand-based entrepreneur, with a proposed investment of ₹1 crore to ₹5 crore in identified tourism activities. The unit must be registered as a sole proprietorship, partnership, LLP, private limited company or another legal entity, with participation exclusively by Uttarakhand permanent residents or entrepreneurs. It also has to sit on fully owned land or on leased land with more than 10 years of lease left, provide at least 70% permanent local employment, hold State GST registration, and obtain in-principle approval through the Common Application Form.

Is there a deadline to apply?

No. The scheme operates on a rolling basis with no fixed closing date, so applications can be submitted at any time through the Invest Uttarakhand single window portal.

Do I need DPIIT recognition or MSME registration?

The scheme's stated eligibility conditions do not require DPIIT recognition or MSME registration. What is mandatory instead is registration with the State GST Department and an in-principle approval (CAF) obtained through the Single Window Portal under the Uttarakhand Udhyam Ekul Khidki Sugamata aur Anugyapan Adhiniyam, 2012.

Does the scheme take equity in my business?

No. The support comes as a capital grant, a stamp duty reimbursement and an interest subsidy on term loans — all of which are non-dilutive. You retain full ownership of your tourism unit.

What types of tourism units and activities are covered?

The identified activities include heritage hotels, resorts, spas and wellness centres, MICE facilities, eco lodges, residential tents, ropeways, tourist parking, the expansion of existing hotels, and tourism or hospitality training centres.

What are the land and lease conditions?

The unit has to be established either on land the applicant fully owns, or on leased land where more than 10 years of the lease period is still remaining at the time of applying.

What conditions apply to receiving the grant and the interest subsidy?

For the capital grant, the investor must have fully paid for all capital assets, hold complete project ownership, and have the assets installed and in use at the project site. The interest subsidy applies to term loans from notified financial institutions and is paid for a maximum of three years from the date commercial operations commence. Both generally require the in-principle approval via the Common Application Form and compliance with the local employment mandate.
