• Startup Review Committee of Experts (SRCE) — the committee carries out the substantive evaluation, weighing how innovative the proposal is, the market opportunity it addresses, how feasible the plan looks, and whether the team can realistically deliver the milestones it has promised.
• Project Implementation Unit (PIU) — acting on the SRCE's recommendation, the PIU issues the final approval that sanctions the grant benefits.

In practice, two things decide the outcome: the strength of the innovation and market case in your proposal, and the credibility of the milestones you commit to — since those same milestones govern the release of the second tranche.
