• Eligibility screening — the department first screens the submitted application against the eligibility criteria.
• Securing a bank loan — the applicant must obtain a loan from a nationalized or cooperative bank.
• Starting the business — the venture has to actually commence before any grant is considered.
• Physical verification — the lending agency verifies the running business on the ground.
• Disbursement — once verification is done, the District Magistrate initiates the process of depositing the eligible grant amount directly into the transgender person's loan account.

The grant therefore remains contingent on the loan being secured, the business being operational and the verification clearing.
