Every application is assessed by a committee constituted under the Uttar Pradesh Startup Policy — approval is not automatic.

• Committee review: the panel weighs how innovative the idea is, how clear and credible the business model is, how far development has progressed towards the prototype, and the startup's likely impact on the state's ecosystem.
• Interaction or presentation (if shortlisted): some applicants are invited to walk the committee through their product development roadmap and financial requirements in more detail.
• Final approval: once the committee is satisfied, the application is approved and disbursement of the allowance begins on a quarterly cycle.
