The selection involves a multi-stage review:

1. Nodal Agency Review: After online submission, a designated nodal agency checks the application for completeness and verifies eligibility against the criteria (Startup Odisha recognition plus one of the four conditions). This typically takes up to two weeks.
2. Secretariat Due Diligence: The Startup Secretariat receives all applications and performs deeper due diligence—scrutinising financials, IP status, or business operations—and compiles a report with recommendations for the Task Force. This stage also takes about two weeks.
3. Task Force Approval: A high-level Task Force, composed of experts and government representatives, reviews the recommendations and gives final approval based on merit and strategic fit.
