Frequently asked questions

What is the Chief Minister's Self Employment Scheme?

It is a lending programme run by the Government of Sikkim through the Department of Personnel, Reforms, Training and Public Grievances. It exists to help unemployed young people in the state start their own venture by giving them access to interest-free capital. The Sikkim Industrial Development & Investment Corporation (SIDICO) handles the applications and the loan process.

How much funding can I get?

An individual can receive a loan of up to ₹3,00,000. The money is intended to help set up a self-employment venture — whether that is a business, a service activity or a small industrial unit.

Do I have to pay interest on this loan?

Not in the beginning. The loan carries no interest at all for the first two years, counted from the date the amount is disbursed. Once those two years are over, simple interest of 6% per annum is charged on the principal that is still outstanding.

Who is eligible to apply?

You need to be unemployed, aged between 22 and 35, and have passed at least Class 10. Your family's annual income must not be more than ₹2,50,000. Only one member of a family can take the loan, although that restriction is lifted for Below Poverty Line families.

Is there a deadline to apply?

No. The scheme is always open and applications are accepted on a rolling basis, so there is no cut-off date to meet. You can approach SIDICO during office hours whenever you are ready.

How do I apply for the scheme?

Go to SIDICO in person during office hours and ask the designated staff for a hard copy of the prescribed application form. Complete every mandatory field, attach self-attested copies of the documents the form asks for, and submit the signed form back to SIDICO. Ask for a receipt or acknowledgment that shows the date and time of submission and, if applicable, a unique identification number.

What documents do I need to submit?

Self-attested copies of the documents specified in the prescribed application form have to be attached, along with the form itself filled in and signed. The scheme does not publish a separate checklist outside the form, so the practical step is to confirm the exact list with SIDICO staff when you collect it.

What kinds of ventures does the scheme support?

Business and trading activity, service-oriented work, and industrial activity are all covered. The focus is on setting up micro and small enterprises, which gives applicants room to choose a venture that suits their skills and their local market.

Does the scheme take equity in my business?

No. This is a loan, so you do not give up any ownership or stake in your venture in exchange for the money. What you owe is the principal amount, repayable on the interest terms described — free for the first two years and at 6% simple interest per annum afterwards.

What happens to the loan if the recipient passes away?

In that situation, the co-applicant becomes liable for the outstanding principal amount, and it has to be repaid within one year.
