What is the Mukhyamantri Rojgaar Srijan Yojana, and who runs it?
MMRSY is a self-employment scheme of the Government of Jharkhand, run by the state's Department of Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare. It helps people from ST, SC, Minority, Backward Class and PwD communities set up their own micro-enterprises by giving them subsidised bank loans along with entrepreneurship training.
How much subsidy does MMRSY offer, and at what interest rate?
The subsidy is 40% of the loan amount, capped at ₹5,00,000, whichever is lower. Once that subsidy is applied, the EMI is calculated only on the remaining loan amount. The interest rate charged is 6%. The loan size itself is not fixed — it varies depending on the project.
Who is eligible to apply for MMRSY?
Applicants from the Scheduled Tribe, Scheduled Caste, Minority, Backward Class and Persons with Disabilities communities who are permanent residents of Jharkhand can apply. You need to be between 18 and 50 years old, your annual family income must not exceed ₹5,00,000, you should not be employed in a government or semi-government job, and you must not be a defaulter with any bank. If you are applying on the basis of disability, the disability level has to be at least 40%.
Is there an age or family income limit?
Yes. Applicants must be at least 18 and not older than 50 years. Annual family income must stay within ₹5,00,000, and this ceiling is identical for rural and urban households.
Which communities does the scheme cover, and does it require DPIIT or MSME registration?
MMRSY is designed for Scheduled Tribes (ST), Scheduled Castes (SC), Minorities, Backward Classes and Persons with Disabilities (PwDs) in Jharkhand. The scheme's stated eligibility conditions do not mention DPIIT recognition or MSME registration as a requirement. What is actually assessed is age, Jharkhand residency, annual family income, community category, employment status and whether the applicant has defaulted on a bank loan.
Do I need a guarantor, collateral or margin money?
It depends on how much you borrow. Loans up to ₹50,000 need no guarantor at all. For loans above ₹50,000, a guarantor or collateral is required. Separately, if the loan exceeds ₹50,001, you must deposit 10% of the loan amount as margin money.
Does MMRSY take equity in my business?
No. The assistance comes as a loan, so no shares or ownership stake are taken in your venture. You repay it through EMIs at a 6% interest rate, calculated on the loan amount that remains after the subsidy has been adjusted.
Will I receive entrepreneurship training?
Yes. Beneficiaries are given Entrepreneurship Development Training that equips them with the skills and knowledge needed before they launch their business.
Which types of businesses are not allowed?
Only environment-friendly business proposals are acceptable. Ventures connected to alcohol, drugs or polythene are explicitly not allowed under the scheme.
How do I apply for MMRSY, and is there a deadline?
You can apply online or offline, and there is no closing date — the scheme runs on a rolling basis all year.
Online: register at cmegp.jharkhand.gov.in using your Aadhaar number, date of birth, mobile number and email ID. Then log in with your mobile number and the last 8 digits of your Aadhaar as the password, fill in your basic details and address, upload a profile photo, signature and the required supporting documents, and submit. An application ID is generated, so print the form and the ID and keep them safely.
Offline: download and print the prescribed form, complete all mandatory fields, paste a recent passport-size photograph, attach self-attested copies of the required documents, and submit everything to the concerned corporation (Tribal, Scheduled Caste, Backward Class or Minority) or the District Welfare Office. Ask for a receipt or acknowledgment showing the date and time of submission and a unique identification number, if one is issued.
What documents do I need to submit?
For the online route, registration needs your Aadhaar number, date of birth, mobile number and email ID, and you then upload a profile photo, a signature and the other supporting documents specified by the scheme. For the offline route, a recent passport-size photograph is pasted on the form and self-attested copies of all mandatory documents are attached. In both cases, retain the application ID or acknowledgment receipt for tracking.
