Frequently asked questions
How much funding can I receive under this scheme?
Support is pegged to your project cost, which can be up to ₹1,50,000, and the published range of assistance runs from ₹15,000 to ₹1.5 lakh. Inside that cost, HSFDC gives a subsidy covering half the project (capped at ₹10,000) and margin money equal to 10% of the project cost as a loan. The balance is provided as a bank loan through a tie-up bank, so the exact mix depends on how your project is costed.
Who is eligible to apply for the Trade and Business Sector Scheme?
You need to be a Haryana resident from the Scheduled Caste community, belong to a Below Poverty Line family, have an annual family income of no more than ₹1,80,000, and have your name on the BPL Survey List. All of these conditions apply together — meeting only some of them is not sufficient.
Is the funding a grant or a loan?
It is a blend of both. The subsidy element — 50% of the project cost, subject to a ₹10,000 ceiling — is non-repayable. The margin money provided by HSFDC and the bank's contribution are loans that you repay.
Does HSFDC take equity or a stake in my business?
No. This is a debt-based package made up of a subsidy and loans. The Corporation does not take equity or any ownership share in the venture you set up.
What kinds of businesses are financed under the scheme?
Any viable income-generating micro-enterprise in rural or urban Haryana falls within the scheme's scope. The activities it names include kiryana and stationery shops, cloth, tea and fruit shops, kabadi units, beauty parlours, auto repair workshops, band parties and tent houses.
Is there an application deadline?
No. The scheme runs on a rolling basis and stays open, so there is no last date to beat. Online applications can be submitted at any time, and offline applications are also received through credit camps, Open Darbars and similar events held under the supervision of Deputy Commissioners and Additional Deputy Commissioners in different parts of Haryana.
What interest rate will I pay on the loan?
The HSFDC component — the margin money and the Corporation's loan of up to ₹15,000 — carries 4% interest per annum. The interest on the bank's portion of the loan is decided by that bank's own lending policy.
Do I get time before repayments begin?
Yes. Recovery of principal on the HSFDC loan starts 360 days (about 12 months) after disbursement, and instalments for the other components may begin after 180 days.
What documents do I need to apply?
The application typically calls for your Aadhaar card, BPL card, Scheduled Caste certificate, income certificate, a project report for the proposed business and bank passbook details. Details of any sureties required for the loan also have to be furnished before the final submission.
How do I apply for the scheme?
There are two routes. Online, visit the HSFDC website, open the Bank Tie-up Scheme section and click Apply for Loan. Register with your name, Aadhaar number, email address, mobile number and captcha, verify the OTP sent to your mobile, fill in the application form, upload your supporting documents and submit — you will receive a User ID and password for tracking.
