HSFDC Professional & Self Employment Scheme — ₹1.5L Loan for SC in Haryana — Frequently Asked Questions
Answers to the questions founders most often ask about HSFDC Professional & Self Employment Scheme — ₹1.5L Loan for SC in Haryana — who qualifies, the funding amount, required documents and how the application works.
Frequently asked questions
How much funding does the scheme actually offer?
Your project can be worth up to ₹1,50,000. Against that, a subsidy covers half the cost but never more than ₹10,000, HSFDC puts in margin money equal to 10% of the project cost at 4% interest a year, and the partner bank funds the remaining balance as a loan at its own rate. Because it works as a package, the exact split depends on the project cost the bank approves.
Who is eligible to apply?
You need to live in Haryana, belong to the Scheduled Caste category, and come from a Below Poverty Line family. The household's yearly income has to stay within ₹1,80,000 in both rural and urban areas, and your name must appear in the BPL Survey List.
Is there an application deadline?
No. The scheme runs on a rolling basis and has no last date, so you can file whenever your project plan and paperwork are ready.
Does HSFDC take equity in my business?
No. This is a debt-based package — a subsidy, margin money and a bank loan — so no shares or ownership stake in your venture is taken. The subsidy portion is not repaid, while the margin money and the bank loan are.
What kind of work can be funded?
Both professional and self-employment ventures qualify, in rural or urban Haryana. The scheme names legal practice, chartered accountancy and medical practice as examples, along with other viable professional lines and self-employment activities.
Do I need DPIIT recognition or MSME registration?
Neither appears among the scheme's requirements. What HSFDC checks instead is Haryana residency, Scheduled Caste status, Below Poverty Line classification, the ₹1,80,000 income ceiling and your entry in the BPL Survey List.
How and where do I apply?
Online, go to the HSFDC portal, choose this scheme under the Bank Tie-up Scheme, and use the Apply for Loan link. Registration asks for your name, Aadhaar number, email, mobile number and a captcha, and an OTP sent to your mobile completes it. The full form then opens for your personal and project details and document uploads, and submitting it gives you a user ID and password. Log in later to add surety details and any pending papers, press Final Submit, and print a copy for your records. Offline, you can apply at credit camps, Open Darbars and similar community events held across Haryana districts under the supervision of Deputy Commissioners or Additional Deputy Commissioners.
Which documents should I keep ready?
An Aadhaar card, income certificate, BPL card, caste certificate, proof that you live in Haryana, and a project report describing the self-employment activity you want to start. Surety details are also filled in at the login stage of the online application.
How is the money paid out and how is it repaid?
Disbursement usually goes to the sellers of the assets you are buying rather than to you in cash. On repayment, installments start after a six-month moratorium, principal recovery begins after 12 months, and the loan is meant to be cleared within 18 months of the loan beginning. The bank sets the interest on its portion, while HSFDC's margin money carries 4% a year.
Who verifies my application, and who gives the final approval?
HSFDC field staff verify your residency, caste, BPL status and family income. Once that check is done, the file is sent to a partner bank, which issues the final sanction for the composite package.
