Selection process

Applications were submitted to the Directorate of Industries, Trade and Commerce. A form had to be purchased for ₹25 from the Directorate at Udyog Bhavan, Panaji, filled in completely and signed, with self-attested copies of all required documents attached. A non-refundable processing fee of ₹200 applied, and its receipt had to be enclosed with the application.

Once submitted, the file went to a Task Force Committee (TFC), which scrutinised it for feasibility. The committee examined the documents on record along with the proposed income-generating activity, and recommended applicants it found deserving for financial assistance. Approved cases were then disbursed by the Directorate or the Economic Development Corporation, after which the beneficiary repaid the capital in equal monthly instalments across 10 years, following a moratorium of no more than one year, and paid the insurance premium of ₹200 per ₹1,00,000 or part thereof before disbursal.

The Director of Industries, Trade and Commerce also held powers to relax specific provisions of the scheme, subject to prior government approval, so that deserving cases were not shut out on technical grounds.
