No. This is a grant, so the funding is non-dilutive — you do not part with any shares or ownership stake, and the amount is not repaid. The performance element decides how much you receive, not what you owe.

Neither DPIIT recognition nor MSME registration is listed among the eligibility conditions for this scheme. What the scheme does ask for is a unit operating in Goa, one of the accepted entity types, Aadhaar-linked bank accounts for the unit and its partners or directors, and a record of 15% year-on-year turnover growth over three consecutive years.

The application form requires all mandatory fields to be completed and the prescribed documents to be uploaded on the Goa Online portal. The one documentary condition the scheme spells out in its eligibility rules is that the bank accounts of the unit and of its partners or directors are Aadhaar-linked, so have those details ready before you begin.

Applications go through the official Goa Online portal. Register at goaonline.gov.in using the "Register" option at the top right and verify your email ID and mobile number with OTPs, then fill in the mandatory fields, create a login name and password, accept the declaration and terms, and complete the captcha. Log in, click "Services" on the top ribbon, navigate to "IT Services" and select this scheme. Complete every mandatory field in the form, upload the required documents and submit, which generates a unique registration number you should note for future reference.

Scrutiny against the scheme's checklist typically takes about 30 days from receipt of the application. Approval by the Empowered Committee usually follows within 60 days of the initial application date, and a sanction order is issued with the disbursement process initiated within 90 days from the application receipt date.

Unsuccessful applicants are informed through a regret letter rather than being left without a response.
