Applications first go to the District Industries Centre (DIC) or whichever agency has been designated to implement the scheme. This stage is a screening check — whether the paperwork is complete and whether basic eligibility norms are met.

Shortlisted proposals then move into technical and financial appraisal. This is the deeper look at whether the business case holds: the project's feasibility, its market potential, and how much employment it is likely to generate. Appraisal can involve site visits and interviews with the promoters, plus financial due diligence.

A District Level Task Force Committee (DLTFC) — a multi-stakeholder body drawing on the Industries Department, banks, and relevant government departments — reviews those appraisals. The committee weighs each project on merit, on how far it aligns with policy objectives, and on its contribution to economic development, then makes its recommendation.

Final approval follows those recommendations, and a sanction letter is issued. Disbursement of the assistance then takes place in line with the terms and conditions set out in the policy.
