Is there a last date to apply?
No. The window is rolling and always open, so an application can be submitted at any point in the year. Keep in mind that a block-level committee does the selecting and sanctioning, and if you are not sanctioned in one year, the department may consider taking up your existing application in the following year.
Do I need to be a member of a cooperative society or hold a District Cooperative Bank account?
Yes, one of the two is required. If you are not already a member of a cooperative society, you can apply for membership by filling the prescribed form at the concerned society's office and depositing a membership fee of ₹108. The Board of Directors reviews that application. Documents needed for membership include a land ownership certificate, a Patwari certificate confirming agricultural activity, and an Aadhaar card.
Is there an income limit, and who counts as a small or marginal farmer?
There is no income limit prescribed for farmers at present. On land size, a small farmer is one who holds up to 5 acres of unirrigated land, or up to 2.5 acres of irrigated land. A marginal farmer holds up to 2.5 acres of unirrigated land, or up to 1.25 acres of irrigated land.
What can the loan be used for?
Both agricultural and non-agricultural activities qualify. On the agricultural side that covers crop cultivation, organic farming, floriculture, horticulture, off-season vegetable cultivation, poly-house farming and farm mechanisation. Allied activities such as animal husbandry, dairy, poultry, fisheries and agricultural processing are funded too, along with the cultivation of herbs, aromatic plants, spices and mushrooms.
What documents do I need to apply?
Along with the application form — which you collect from your local bank or cooperative committee — you will need a photograph, Aadhaar card, PAN card, a detailed work plan for the proposed activity, annual income and expenditure details, and other information relevant to the loan. You must also declare your movable and immovable assets, such as land and deposits. Submit all of this together with land certificates, account records and the Kisan Card. Two guarantors are required, and details of their movable and immovable assets must be furnished as well.
Are the loans genuinely interest-free, and what repayment period applies?
Yes, the loans carry no interest, and the scheme is a lending arrangement rather than an equity one, so no stake in your enterprise is taken in return. On repayment, short-term crop loans are repaid over one year, while medium-term loans run for three years from the date of disbursement.
How does a self-help group apply?
An SHG borrowing up to ₹5 lakh must submit a comprehensive project report or proposal along with its application, and that detailed report is important to how the group's case is evaluated. The group also needs to maintain an account with a cooperative bank and be registered for agriculture or agriculture-related schemes operated by the State or Central Government.
