Selection process

There is no competitive screening round here. Entry into the scheme runs through community outreach and facilitated group formation.

  • Ward-level outreach: Municipal employees who are part of the project team visit different wards inside urban local body areas.
  • Group meetings: During these visits they hold interactive meetings with women residents and walk them through how Self-Help Groups work and what the scheme offers.
  • Eligibility check: Women who show interest are assessed against the listed criteria — residency in Uttarakhand, membership of an urban body, possession of an Aadhaar card and a passport-size photograph, and a family income of less than ₹3.00 lakh a year.
  • Group formation: Eligible women who wish to proceed are guided by municipal staff to formally organise themselves into a Self-Help Group.
  • Savings account: Once the group is formally established, a group savings account is opened with any nationalized bank.
  • Regular savings: Members are encouraged to deposit their monthly savings into that account, which builds the financial discipline the programme is designed around.
  • Access to credit: With the group formed and savings flowing, members can then seek funds for self-employment activities through bank loans, usually under the Cash Credit Limit facility, with support available at the urban local body level.
