Frequently asked questions
How much funding can a farmer get under CMKRY?
A farmer can take a crop loan or a Kisan Credit Card limit of up to ₹3.00 lakhs under this scheme. The 4% interest subvention applies to amounts within that ceiling.
Is the loan really interest-free?
Yes, for farmers who qualify and repay on time. The state gives a 4% interest subvention on crop loans and KCC limits up to ₹3.00 lakhs, over and above any subvention from the Government of India, and adds a further 3% per annum relief when the short-term production credit is repaid within a year of disbursement. Together these bring the effective interest rate to zero.
Who is eligible to apply for the Chief Minister's Krishi Rinn Yojana?
Farmers who cultivate short-term crops in Arunachal Pradesh and who either hold a Kisan Credit Card or are availing a crop production loan from a commercial bank, Arunachal Pradesh Rural Bank, or Arunachal Pradesh State Cooperative Apex Bank Ltd. A good repayment track record matters, and applicants must also satisfy the participating bank's own eligibility and documentation norms. Small, marginal and large farmers are all covered.
Which crops does the scheme not cover?
The relief is limited to short-term crop production credit. Loans for perennial food crops and for plantation crops do not get the benefit.
Is there a last date to apply?
No. CMKRY runs on a rolling basis and is always open, so a farmer can approach a participating bank at any point during the year.
Where do I apply for the scheme?
Applications go to any participating commercial bank, Arunachal Pradesh Rural Bank (APRB), or Arunachal Pradesh State Cooperative Apex Bank Ltd (APSCAB Ltd) branch in the state. Details of the scheme are published in the Government Scheme Handbook available at https://ahvdd.arunachal.gov.in/pdf/eBook/Government%20Scheme%20Handbook.pdf.
What documents do I need to apply?
You will need a Land Holding Certificate obtained from the concerned Circle Officer (CO), EAC, BDO, SDO, ADC or DC office, which validates your land ownership and cultivation details. The application along with this certificate is forwarded through the Circle Officer, who certifies your land ownership. Along with the bank's application form, you should attach identification proof such as Aadhaar and PAN, land ownership documents, an income certificate, and the Land Holding Certificate.
Do I have to already hold a Kisan Credit Card?
You need to either hold a Kisan Credit Card or be availing a crop production loan from one of the participating banks. If you do not have a KCC, the state government has notified that a certificate of cultivated area and crops grown, issued by the Circle Officer, is a valid document for banks to issue one.
Does the scheme take equity or a share in my farm?
No. CMKRY is a credit or debt facility, not an equity investment, so it is non-dilutive — you repay the loan but give up no ownership stake and no share of your produce.
How many farmers is the scheme aiming to cover?
The state's target under CMKRY is to bring 7,500 farmers under crop loans, which supports its wider goal of expanding access to formal agricultural credit in Arunachal Pradesh.
