How much funding does the Charmashilpa Scheme provide?

Each eligible production unit can receive up to ₹10,00,000 in total. Half of that — ₹5,00,000 — comes as a subsidy, and the remaining ₹5,00,000 is a bank loan.

Is Charmashilpa a grant, a loan or an equity deal?

It is a subsidy-and-loan package. The ₹5,00,000 subsidy is non-repayable, while the ₹5,00,000 bank loan has to be repaid. The scheme does not take any equity stake in the unit.

Who is allowed to apply for this Karnataka leather scheme?

Individual leather artisans, artisan self-help groups and co-operative societies can apply. On top of that, the applicant must belong to one of the specified Scheduled Caste sub-castes, be at least 18 years old and satisfy the family income limits.

What are the caste and income conditions?

The applicant's annual family income cannot go above ₹30,000 in a rural area or ₹25,000 in an urban area. The applicant must also belong to a specified Scheduled Caste sub-caste such as Arundathiyar, Chammadiya or Chamar, among others.

Can I apply if my family already receives benefits from another government scheme?

No. Neither the applicant nor any family member should have received benefits from other government schemes — training programmes are exempt from this restriction. Family members should also not be working in government or semi-government organisations.

Is DPIIT recognition or MSME registration required?

The stated eligibility conditions for Charmashilpa do not include DPIIT recognition or MSME registration. Qualification rests on being a leather artisan, artisan SHG or co-operative society, belonging to a specified Scheduled Caste sub-caste, being 18 or older and staying within the family income ceiling.

What can the money be spent on?

The package is earmarked in advance: ₹3,50,000 for machinery, ₹6,00,000 for working capital covering raw materials and labour, and ₹50,000 for other necessary expenses. Technical assistance with modern production techniques comes along with the funding.

Is there a last date to submit an application?

No. Charmashilpa runs on a rolling basis with no application deadline, so you can file your application on the Seva Sindhu portal whenever your documents and details are ready.

How do I apply for the Charmashilpa Scheme?

Applications are made online on the Seva Sindhu portal. Register as a new user with your Aadhaar number and captcha code, verify the OTP sent to your Aadhaar-linked mobile number, allow DigiLocker access, then create a profile with your email ID, mobile number and password and validate the OTPs sent to both. Once registered, log back in, open the Department & Services section, choose Social Welfare Department and select Charmashilpa Scheme to start the online application form.

What details go into the form, and how do I track the application?

The form asks for personal, address and banking details. After submission you receive a unique Application ID, which you can use to track the status of your application on the Seva Sindhu portal.
