Overview

The Bharat Ratna Dr. Babasaheb Ambedkar Investment Fund exists to build financial self-reliance among entrepreneurs from the Scheduled Caste (SC) and Scheduled Tribe (ST) communities. It was formulated by the Chief Minister of Maharashtra and launched on the 125th birth anniversary of Dr. Babasaheb Ambedkar, and it is operated by IDBI Capital Markets & Securities Ltd.

Capital reaches businesses that are entirely owned and controlled by SC/ST promoters. Support is structured as a blend of debt and equity, deployed through instruments such as equity shares, convertible instruments and debentures, so the funding can serve both working-capital needs and longer-term expansion.

The fund keeps a wide sector view. Any manufacturing enterprise covered by the MSMED Act, 2006 can be considered, and several service segments are actively prioritised: Health Care, Renewable and Non-Conventional Energy, Agri-ancillary, Food Processing, Energy efficiency, Clean Technology, Light Engineering, Information Technology, Medical Devices, Water technologies, Bio-Medical and consumption-led sectors.

Certain activities sit outside the mandate — alcohol and tobacco, the gold and diamond trade, real estate, generic trading, and NBFCs other than Micro Finance Institutions. Keeping those out of the portfolio aligns the fund with government policy and responsible investment practice, and pushes capital towards high-growth, high-impact businesses.

Applications are accepted on a rolling basis, so there is no closing date to race against.

Highlights

  • Debt plus equity capital, with the fund capped at a 49% equity stake
  • Open exclusively to Scheduled Caste and Scheduled Tribe entrepreneurs
  • Full SC/ST ownership required at entry, and at least 51% thereafter
  • Promoter or business must be domiciled in Maharashtra
  • Accepts DPIIT-recognised Startups as well as MSMEs
  • Rolling applications — there is no closing date

Who can apply

Ownership is the first filter. The enterprise has to be held and controlled completely by SC or ST entrepreneurs.

  • 100% SC/ST ownership — For private and public limited companies, the promoters and directors must hold a full controlling stake at the outset. For proprietorships and partnership firms, the SC/ST entrepreneur must hold the entire stake. Once the fund has invested, SC/ST shareholding must never drop below 51%.
  • Maharashtra domicile — The entrepreneur and every part of the business operation must be based in Maharashtra.
  • Caste documentation — A valid Caste Certificate, supported by a Caste Validity Certificate issued by the competent authority, is mandatory.
  • Startup or MSME status — The company must qualify either as a Start-up under the Government of India's Startup Initiative or as an MSME under the MSMED Act, 2006.
  • Promoter contribution — At least 20% of the total capital employed in the business must be brought in by existing shareholders or promoters, or by another investor.

Because the mandate is sector-agnostic for manufacturing and broad for services, most legitimate SC/ST-owned ventures in Maharashtra can test their fit — provided the ownership, domicile and documentation conditions are met.

Babasaheb Ambedkar Investment Fund — Debt & Equity for SC/ST in Maharashtra is open to startups at any stage. It is open to startups registered anywhere in India.

Frequently asked questions

How much money can I get from the Babasaheb Ambedkar Investment Fund?

The fund does not publish a fixed ticket size — the amount varies according to the proposal. Funding is provided as a mix of debt and equity, using instruments such as equity shares, convertible instruments and debentures, and it can cover both immediate operational needs and long-term growth.

Does the fund take equity in my company?

Yes. This is an equity participation programme as well as a debt provider, but the fund's stake is limited to a maximum of 49%. That leaves the SC/ST promoters in majority control, and after the investment goes through, their shareholding must not fall below 51%.

Who is eligible to apply?

The business must be 100% owned and controlled by Scheduled Caste or Scheduled Tribe entrepreneurs, and both the entrepreneur and the business operations have to be domiciled in Maharashtra. The company must also qualify as a Start-up under the Government of India's Startup Initiative or as an MSME under the MSMED Act, 2006, and it must hold valid Caste and Caste Validity Certificates.

Is DPIIT recognition or MSME registration compulsory?

Your company needs to fall under at least one of the two definitions — a Start-up as per the Government of India's Startup Initiative, or an MSME as per the MSMED Act, 2006. If you clear either test, you meet this particular eligibility condition.

Can a business registered outside Maharashtra apply?

No. Domicile in Maharashtra is a core requirement. Both the entrepreneur and all business operations must be located within the state, so an enterprise operating elsewhere would not qualify.

Is there a deadline for applications?

There is no closing date. The fund operates on a rolling, always-open basis, so proposals can be submitted at any time and are evaluated as they come in.

How much capital do the promoters have to bring in themselves?

At least 20% of the total capital employed in the business must be contributed by existing shareholders or promoters, or by another investor. This co-financing requirement demonstrates commitment and shared risk.

What documents will I need to submit?

You will need a valid Caste Certificate together with a Caste Validity Certificate issued by the competent authority, documentary proof of the 20% capital contribution by promoters or shareholders, all required annexures, and a detailed business proposal.

How do I apply?

Applications are made online. You complete the fund's application form, which is hosted on a Google Forms link, and attach your supporting documentary proofs and business proposal through the same channel as instructed. After submission, the competent authorities review the application and shortlisted applicants are contacted for further information, presentations or interviews.

Which sectors are excluded from funding?

The fund stays away from alcohol and tobacco, the gold and diamond trade, real estate, generic trading, and NBFCs other than Micro Finance Institutions. Everything else — manufacturing under the MSMED Act, 2006 plus service sectors such as healthcare, clean technology, food processing and IT — is open for consideration.
