Milestone-based funding is a disbursement model in which a funder — whether a government body, grant administrator, or investor — releases capital in stages rather than as a single upfront payment. Each stage is unlocked only after the startup demonstrates that it has achieved a predefined milestone, such as completing a prototype, hiring a target number of employees, generating a specified level of revenue, or receiving regulatory approval.
This structure is the standard approach for most Indian government grant schemes. The Startup India Seed Fund Scheme, for example, ties tranches to specific deliverables like proof of concept completion or market validation. From the funder's perspective, milestone-based disbursement reduces risk: if the startup fails to progress, only the initial tranche is at risk, and subsequent funds are not released.
For founders, milestone-based structures require careful planning. The milestones must be realistic and achievable within the funding timeline, and the documentation required to prove achievement must be clearly understood before the program starts. Common milestone types include: prototype completion with working demonstration, IP filing evidence, pilot customer deployments, revenue thresholds, and team-building targets.
